TOPEKA (KSNT) – Two Topeka mental health centers will be merging to create “Astra Mental Health & Recovery”.
Valeo Behavioral Health Care and Family Service & Guidance Center (FSGC) announced their merger into a unified organization called Astra Mental Health & Recovery on Monday, Sept. 15.
The merger is set to take effect on Jan. 1, 2026. The two organizations will become the Certified Community Behavioral Health Clinic. The new agency will provide comprehensive mental health and substance use treatment services without duplication.
“Healing within reach,” the tagline for Astra Mental Health & Recovery, was unveiled alongside the new logo during the announcement.

In 2024, the combined organizations provided services to more than 11,600 individuals. Valeo Behavioral Health Care was founded in 1967 and employs 360 individuals, while FSGC was established in 1904 and employs 360 people.
Christine Wills, Interim CEO of Valeo, and Kathy Mosher, CEO of FSGC, signed a ceremonial merger agreement as part of the announcement. Following the announcement, a Mental Health Town Hall was held for elected officials, mental health advocates and community leaders.
The town hall, convened by the Association of Community Mental Health Centers of Kansas at the Sunflower Foundation Powerhouse Conference Center, addressed topics like mental health and innovative ways to provide services to the local community.
