TOPEKA (KSNT) – The City of Topeka released the second episode of its “History of Topeka” docuseries.
The City of Topeka began their docuseries last month to highlight powerful stories, pivotal moments and inspiring people that have shaped the city into what it is today. This new episode is all about the beginning of the Topeka Police Department.

“Early on the challenges are what you would expect from a town built on shipping,” said assistant chief Russell Klumpp. “A general peace keeping function was the primary goal of the department at the time.”
The department was also one of the more progressive police forces in the country, having some of the first African-American and female officers in the nation.
