TOPEKA (KSNT) – Kansas Governor Laura Kelly signed several bills Friday that will soon become law, including one that bans the use of cell phones while driving in school and construction zones.
The new law makes it illegal to use a handheld cellphone while driving through those areas. Drivers who violate the law will first receive a warning. Starting July 1, 2027, violators could face a $60 fine.
Parents say the change offers added protection in areas where speed limits are already reduced, but distractions remain a concern.

“I didn’t think that that was really allowed anyway,” said Taylor Pommell, a Topeka parent. “Not only are you not supposed to be on your phone while you’re driving, it would be even better to not do it in school zones because it obviously puts children in danger.”
Kelly is also reviewing several election-related bills. One proposal would require citizenship status to be listed on driver’s licenses. Another could end mail-in voting for thousands of Kansans.
Lawmakers are scheduled to return on April 9 to consider overriding any vetoes issued by the governor.
