TOPEKA (KSNT) – City leaders took action on several big items Tuesday night, including ordinances and resolutions tied to some big housing projects in the works in Topeka.
Topeka’s City Council met on April 21 to discuss and take action on several ordinances and resolutions. Action items listed on the agenda included zoning changes and setting up a public discussion on the establishment of a tax increment financing district tied to some local housing projects.
Nearly all of the agenda topics listed under the action items section were approved on April 21, with the exception of a rezoning request from a local developer. You can check out the full list of action items the city council discussed below.
Rezoning for new townhomes
The Topeka City Council discussed a rezoning request from developer Calupi Investments LLC of a little over one acre of property located at 2450 Southeast 25th Street in Topeka from single-family dwelling status to a multiple family dwelling district. The council took action on this item, but only to defer it to another meeting on May 5.
The proposed change in this rezoning request allows up to 25 dwelling units per acre that have more than four units per building for the property specified above. The council previously voted to rezone a lot tied to this project back in October 2025.

The City of Topeka’s Planning Department previously voted six to two in favor of recommending an “M-1a” limited multiple family dwelling district. This allows for up to 15 units per acre and buildings with no more than four units per building.
Calupi Investments submitted some early renderings of what the project could look like in its proposal to the city. The developer’s proposal is for 24 new townhomes that have two stories, 1,650 square feet and a modern residential layout, according to City of Topeka agenda documents. The townhomes will consist of two rows with 12 units on each side and two parking spaces per unit.

Windward Estates Development
The Topeka City Council approved a resolution introduced by City Manager Robert Perez for the consideration of a new Reinvestment Housing Inventive District (RHID) for the Windward Estates development in southeast Topeka. The council’s approval of this resolution sets up a public hearing for June 2, 2026 so the public can comment on the RHID.

The City Council, in addition to considering the establishment of the RHID, also approved adopting a project plan for a total of 40 market-rate rental housing units across 20 duplex buildings at the southwest corner of 45th Street and Southeast California Avenue in association with this project. The approved RHID proposal will result in the development of the new rental spaces, with each having 1,730 square feet of space, four bedrooms, two bathrooms and two-car garage spaces in a single floor plan.
Capital City Townhomes
The Topeka City Council also took action on three separate items associated with the Capital City Townhomes project. Actions taken by the city council on these townhomes included the following:
- Established a public hearing on the proposed Capital City Townhomes TIF district and adopted a district plan for the redevelopment district.
- Approved a neighborhood revitalization plan (NRP) and authorized a property tax rebate for certain improvements for the townhomes property at the northeast corner of Southeast Adams Street and Southeast 21st Street and west of Southeast Pennsylvania Avenue.
- Approved a development agreement between Capital City Townhomes, LLC and the City of Topeka for the Capital City Townhomes NRP.
The Capital City Townhomes concerns the area of the former Pioneer Homes located at 2021 and 2024 Southeast Massachusetts in Topeka. The developer intends to rehabilitate 47 rental townhome units in 11 buildings.
