TOPEKA (KSNT) – The Topeka Police Department reports that it has formed a new advisory group to improve officer training and increase accountability.
Kimberly Qualls with the City of Topeka announced in a press release on May 8 the TPD has created a new Training Advisory Council (TAC). This group will serve to improve the training of Topeka’s officers, enhance accountability and ensure that training programs align with the expectations of the community.
The TAC will serve as an independent, objective resource to the TPD training director and chief of police by reviewing training curriculum and providing recommendations designed to strengthen officer preparation and professional development. The council will also offer guidance on instructional design, training delivery and community integration to help ensure police are well-prepared to serve the public.
“The goal of the Training Advisory Council is to create meaningful collaboration between law enforcement and the community we serve,” said Topeka Police Chief Chris Vallejo. “Effective training builds confident, capable officers, and that leads to safer communities. This council brings valuable outside perspective that helps ensure our training reflects both professional standards and community expectations.”

The TPD’s leaders will reserve the final responsibility for all training decisions and outcomes while the TAC will be responsible for providing recommendations and feedback. The following individuals will serve as inaugural members of the TAC:
- Nikki Ramirez-Jennings, executive director, Anchored Bridges of the Heartland
- Alishia S. Birdwhistle-Bush, co-owner and consultant, Crossing Over Consulting, LLC
- Melanie Worsley, associate provost and professor of Criminal Justice, Washburn University
Qualls said each of the above people were selected for their unique perspectives and commitment to improving public service systems through collaboration, accountability and community trust. The creation of the TAC is meant to reflect the TPD’s continue commitment to transparency, innovation and excellence in law enforcement.
