TOPEKA (KSNT) – City leaders are considering a proposal to establish a new development area in south Topeka that could see the addition of new restaurant options and automotive services.
The Topeka City Council is set to convene on Tuesday, June 10 and discuss several items, including a resolution to set up a public hearing on July 15 to inform people of a new Tax Increment Financing District (TIF) and Community Improvement District (CID) for an area near Southwest 30th Street and Southwest Topeka Boulevard. The establishment of the new TIF could open the door to new development in this area, including new places to eat.
30th & Topeka, LLC, a subsidiary of Batis Development Company, is listed in the meeting’s agenda documents as being interested in building “two quick-service restaurants” (QSR) in this area. The developer is also looking to construct a new building here for retail use.

The specific project area outlined in the TIF application to the city is 2950 Southwest Topeka Boulevard. This site is currently home to the Meadow Acres Inn, a nearly 70-year-old building, which was last owned by Topeka Management INC.
In the TIF application filled out by the developer in 2024, it listed a national coffee shop, QSR and a national auto service provider as being proposed tenants for this area. The total cost attached to the development vision of this project is just over $15 million.
What new stores will be moving into this area are not listed. However, clients of Batis Development Company are included in the documents as the following:

 - Panera.
 - Panda Express.
 - Chipotle.
 - Freddy’s Frozen Custard & Steakburgers.
 - AutoZone.
 - Kay Jewelers.
 - Dollar Tree.
 - Olive Garden.
 - Regal Cinemas.
 - Big O Tires.
 - Qdoba.
 - Red Robin.
 - Fareway Foods.
 - Casey’s.
 - Pepper Jax.
 - Brakes Plus.
 
30th & Topeka, LLC hopes to obtain TIF and CID incentives from the City Council before proceeding with these plans. If approved, this new TIF will be located near the 911 Walnut TIF/CID which is already in place.
