TOPEKA (KSNT) – Two local officials are no longer employed by the City of Topeka.
City of Topeka spokesman Dan Garrett said Steven Groen and Randi Stahl are not employees of the city any longer as of Nov. 14. Groen was hired as the new Public Works director in November 2024 while Stahl became the new chief information officer in February 2023.
Garrett said Jason Tryon is now serving as the interim director of Public Works. Pattie Biggs is occupying the position of interim director of the Department of Information Technology.
“As this is a personnel matter, the City has no further comment,” Garrett said.

Groen started working as the Public Works director on Dec. 9, 2024. Stahl’s first day as the chief information officer was on Feb. 13, 2023.
Groen previously worked as highway superintendent for the Minnehaha County Highway Department in Sioux Falls, South Dakota before he stepped into his position with the City of Topeka. He was hired to fill in for the vacant position after Braxton Copley was promoted to assistant city manager.
Stahl has previously served on the Technology Advisory Committee for the Seaman School District. Her job duties with the city included the implementation of a new website for the city, leading the city’s telecommunications team and more.
