TOPEKA (KSNT) – A developer is sharing new details about a $50 million “luxury” apartment complex coming to Topeka’s downtown area.
We got in touch with David Wingerson, a developer with Flaherty & Collins Properties, to learn more about what Topeka locals should expect from “The Hutch,” a new 192-room apartment complex with a price tag of $50 million. The four-story complex is set to be constructed in the city’s downtown area between Southwest Van Buren Street and Southwest Jackson Street along with between Southwest Sixth Street and Southwest Seventh Street.

Project View
Topeka’s City Council voted favorably to allow for the execution of a real estate purchase agreement of four tracts of property during its meeting on Feb. 3, marking another big step forward for bringing the apartments from just a vision to reality. City leaders initially gave the green light for this apartment complex, called Project View at the time, during a meeting on Dec. 17, 2025.
Wingerson said the idea to bring Project View to life began in the fall of 2019 when Flaherty & Collins representatives visited Topeka to check out whether or not the Capital City would be a good investment for a new apartment complex. The company’s plans were pushed back as a result of the Covid-19 pandemic but got back on track by the fall of 2020.

Flaherty & Collins identified Topeka as a “great opportunity,” according to Wingerson. He said the lack of housing and building development momentum in Topeka’s downtown area contributed to his company ultimately deciding to move forward with Project View.
“Ultimately, I think this project is about attracting residents to downtown Topeka,” Wingerson said. “There’s been a lot of momentum in downtown Topeka. I think once it gets built, people will be very excited and blown away by the quality of product we bring to town.”
What is ‘The Hutch’?
Project documents from Flaherty & Collins show The Hutch will come with space for 192 residential units, providing plenty of new housing opportunities for people trying to live closer to Topeka’s downtown area. But that’s not all: the apartments will also contain numerous amenities and retail shopping opportunities.

The Hutch will come with 6,000 square feet of space for amenities and 2,500 square feet dedicated to retail space. Wingerson said his company has yet to land on what retail stores will occupy the spaces inside The Hutch.
Wingerson said that, if you take a look at the projects in his company’s portfolio, you’ll find several other projects that are similar in cope to The Hutch. For comparison, he said people wondering what The Hutch may look like upon completion should take a look at The Heights at Linden Square in Gladstone, Missouri.
“I think, pointing to our track record, it gives us confidence that we’ll get this [The Hutch] done,” Wingerson said. “Done at a high quality.”

Construction timeline
Construction work on The Hutch is set to start in the third quarter of 2026, according to the project summary. Wingerson said he hopes that construction work will get started at the start of October this year.
“Our goal is to start construction on Oct. 1,” Wingerson said. “We’re pushing as quickly as possible to hit that goal. This’ll be a 24-month construction period.”

Wingerson said the apartments will be completed in a “phased opening” approach, meaning that some parts of it will be opened while construction continues. He said the objective is to have some units ready for people to move into by the 20-month mark of the construction period.
The Hutch will also create new jobs in the Topeka community during the construction process and after it is completed. Wingerson said his company will maintain a full staff on site to manage The Hutch and will be looking to partner with a local contractor to get the project done.
Luxury or best in class?
Downtown Topeka, Inc., in a recent social media post, dubbed the apartments as being new “luxury residential units” that offer numerous amenities to those wanting to live closer to the heart of the city. Wingerson described the apartments instead as being “best in class” due to the kitchen space, heated resort-style pool, pet amenities, state-of-the-art fitness club and more.
“You may call it luxury, but we call it best in class,” Wingerson said.
Future residents of The Hutch
We asked Wingerson who he foresees moving into The Hutch once it is ready to accept new arrivals. He said that most of his company’s projects are focused on drawing in young professionals.
“We’re very heavy in the young professional demographic,” Wingerson said. “We’re also seeing a lot of empty nesters moving into our apartments.”

Wingerson said his company doesn’t want to limit who will eventually be moving into the apartment complex and that anybody who wants to live at The Hutch is welcome to join its community.
