TOPEKA (KSNT) – People searching for living accommodations in Topeka’s downtown area can start sending in their applications to a large apartment complex taking shape in the Capital City.
The Annex Group, a housing developer with projects across the nation, told 27 News that its big $60 million project in Topeka is seeing some major progress as the Union at Tower District apartments come together. Construction work started on these new apartments in May last year with a completion date set for January 2027.
The Union at Tower District apartments are part of a taxpayer-funded initiative the City of Topeka reports will help address the local housing crisis. City Manager Robert Perez talked about the importance of creating new housing opportunities in Topeka’s downtown area in an interview with 27 News in February.

The developer confirms the completion date for the full project is on track for early next year. However, this doesn’t mean that locals will have to wait for that date to start looking at moving into the new complex.
“Construction is progressing as planned, and the community has reached an important milestone. Union at Tower District is currently accepting applications, as the first building is scheduled to open this spring/early summer.”
The Annex Group statement
Union at Tower District consists of two four-story buildings and one three-story building at 1104 Southeast Quincy St. in Topeka. People can find three different options so far on The Annex Group’s website with varying area median income (AMI) levels:
- One bedroom, one bathroom
- Two bedrooms, two bathrooms
- Three bedrooms, two bathrooms
The Annex Group doesn’t list the rent costs for each of the above options, but people can still send in questions about the living arrangements and add themselves onto the wait list.
